Microsoft PowerPoint 2010 allows you to add GIF animation into slides and presentations.     this solution doesn’t allow you when to jump to every frame, you can’t control the speed.

      Dear John.
      I am sorry to hear this solution won’t fit well for your needs. Are you able to open the GIF in a GIMP or Photoshop?
      This article explains how to control the GIF animation speed using GIMP. Using this approach you can re-save the graphic and then import the GIF again into the PowerPoint presentation.
